Actions in the Communities
Evaluation and Management of Impacts
Anglo American has various tools to evaluate and manage the impacts on the communities where it has units, like SEAT2, the triennial PEC and the semiannual “Intercâmbio” (Interchange) Community Forums, and it counts on the feedback of consultations, sharing of engagement plans and semiannual progress follow-up of the actions and supported projects. This program covers the company’s industrial (or production) units and includes actions directed to the community.
The Anglo Social Way (ASoW) – implemented in October 2009 – is already a systematic infrastructure under which Anglo American’s social strategies, visions, policies and tools were organized.
The Self-Assessment Social Way is a questionnaire for the identification and measurement of the ASoW.
The consolidation of Anglo American’s partnerships and social projects in the communities located around its units were the highlight of 2009 – always celebrated at the “Intercâmbio” (Interchange) Community Forums. The locations where the company operates benefited broadly from diverse projects with a socio-cultural imprint financed via the stimulus laws, reflecting those that were maintained because of the good financial results of 2008.
In Niquelândia, Ouvidor and Catalão, Anglo American used the Sports Stimulus Law to sponsor the social inclusion project ‘Chute, Tabela e Xuá’, of the Goiás Wheelchair Basketball Federation.
In the Cubatão unit, the company’s relationship with the local communities was at the same level as the years before, despite the crisis. The investments made through the stimulus laws and the partnerships with the government to maintain projects like ‘Eco Dique’, on capacity building and social inclusion, and the Patrimonial and Citizenship Education Program, among others, were fundamental for this.
In Barro Alto, the highlights were the partnerships with NGOs like Care Brazil, which promotes professional capacity building and the formation of local leadership.
Catalão/Ouvidor (GO)
In 2009, the company’s engagement with the communities of the cities of Catalão and Ouvidor, both in Goiás, was strengthened. This can be noted by the increase of people present at the “Intercâmbio” (Interchange) Community Forums, which are organized semiannually. Significant advances of the anchorage of Anglo American’s social mark in the communities can also be noted, as the company has been seen as an important factor in the region’s development.
Among the main highlights are the social investments in structural projects, the elaboration and delivery process of the PEC-2009/2011 to the community and the announcement of the niobium and phosphate operations sale.
There was also progress in the community’s awareness to search for more sustainable and less care-centered projects. The communities of Catalão and Ouvidor received a record number of socio-cultural projects by means of fiscal stimulus laws, like the Rouanet Law and the Sports Stimulus Law, and organs such as FUMCAD (Municipal Fund for Child and Adolescent Support).
Among the projects developed in 2009 in the Catalão and Ouvidor units are:
- Construction and supply of equipment for the Physical therapy and Therapy Center;
- Occupation of the São Vicente de Paulo Rest Home, in Catalão;
- Renovation and extension of the ‘Luz e Vida’ Elderly Association’s clubhouse in Ouvidor;
- Renewal of part of the Catalão Regional Blood Center’s equipment;
- Computerization of the ‘Santa Casa de Misericórdia’ of Catalão;
- Sponsoring (for the fourth consecutive year) of Proerd (Educational Program for Resistance to Drugs and Violence);
- Sponsoring of the Professional Capacity Building Program (PCP);
- Sponsoring of the ‘Espírita Nova Vida’ Foundation’s Emergency Aid Program;
- Partial sponsoring of the Feast of Our Lady of the Rosary (in Catalão and Ouvidor).
Niquelândia (GO)
The year 2009 was atypical because of the economic crisis. However, with regard to social investments, the same rhythm as in the years before was maintained for the community of Niquelândia. The balance was considered to be positive, and the community’s recognition for the social work undertaken by Anglo American was crowned during the organization of the “Intercâmbio” (Interchange) Community Forum that took place in November 2009.
Among the projects developed in Niquelândia and supported by means of the Rouanet Law are the Cerrado Symphony Guitar Orchestra Project, the Reading is a Voyage Project, the Cinescreen Brazil Project, the Namakaca Theatre Group and the Cleaning the Eye Theatre Group. By means of the FUMCAD (Municipal Fund for Child and Adolescent Support), resources were injected in Children and Adolescents Municipal Council of Niquelândia to develop the Parents Project – that benefits children who live in socially vulnerable conditions, offering them arts and leisure activities, like music and craftwork – and execute the renovation of the city’s Guardianship Council.
Through the Sports Stimulus Law, Anglo American sponsored the ‘Chute, Tabela e Chuá’ Project of the Goiás Wheelchair Basketball Federation. The company directed 210,000 Reais to the project, which is performing actions regarding social inclusion, physical rehabilitation, professional capacity building and divulgation of basketball practice to disables people. Other projects that continue to be supported by the company were the installation of the Cora Coralina Library and the Solidary Craftsman Project.
Three works in the city of Niquelândia were also inaugurated with Anglo American’s support:
- Cine Theater;
- The Almir Araujo Dias House of the Elderly;
- Enlargement of the Sesi/Senai unit.
Next to these investments, the following projects were also implemented in Niquelândia in 2009:
- Sewing the Future Project;
- Athlete of the Future Project;
- Feast of the Divine and Holy Ghost Project
- School Without Drugs Project;
- Proerd (Educational Program for Resistance to Drugs and Violence;
- Digital Inclusion Project.
Among the objectives established by Anglo American for the community of Niquelândia are the maintenance of support to ongoing projects, the fulfillment of the actions of the PEC (Plans for Involvement with the Community), the promotion in the region of campaigns to fight the AIDS-virus and the organization of the “Intercâmbio” (Interchange) Community Forums.
The company also pretends to support new projects, like “The Local Biodiversity goes to School”, presented by the FUNAPE (Foundation for Research Support) which has the objective to contribute to increase the knowledge on the biodiversity of the areas of Barro Alto, Catalão and Niquelândia, where Anglo American is settled. In the same project, professors of the education networks of the three cities will be supported with didactic material to distribute to the students.
Other planned projects are “I Recycle” – presented by the Matheus de Lima Institute for environmental awareness and the reuse of waste for income generation, “Little Firefighter” – third class and “Producing Opportunities”.
Cubatão (SP)
Anglo American prioritizes the development of human capital and making the local economy more dynamic. These directives were identified during the implementation process of the first version of the SEAT-tool and were conducted by means of the Community Involvement Plan – PEC 2006-2008.
Even confronted with the economic crisis, Anglo American maintained a similar relationship with the community of Cubatão as the years before. Furthermore, the projects that were supported by means of the fiscal stimulus laws, like the Rouanet Law, and by initiatives like FUMCAD (Municipal Fund for Child and Adolescent Support) were fundamental for the company to maintain the relationship with the community and to intensify the actions in partnership with the government.
Lots of challenges were met during the year 2009 in the management of the social projects. Among the highlights figures the Eco Dique Project, that was supported by Anglo American with its own capital (96,000 Reais) and via the Cultural Stimulus Law (80,000 Reais), in spite of the difficult year in terms of liberation of financial resources. In relation to this project, emergency measures were adopted and it was necessary to temporarily paralyze the activities to enable the study of a new work scope, reducing costs without impacting the activities around people capacity building.
Among the projects to be developed by Anglo American in Cubatão during 2010, are:
- Coordinate and monitor the actions of the PEC 2009/2011;
- Promote campaigns focusing on greater engagement of the employees and third parties in voluntary actions so as to guarantee and maintain the communication with the communities;
- Expand the program for visits to the unit;
- Promote workshops focused on the perfecting of and capacity building of the community for the development of consistent and sustainable social projects;
- Eco Dique Style Project – monitoring and management of actions;
- Ser Project – monitoring and management of actions.
Barro Alto
The social investments and partnerships with NGOs were prominent in the work performed by Anglo American in favor of the sustainable development of the Barro Alto region.
The Goiás Program of Care Brazil, elaborated jointly with Anglo American, has contributed to the promotion of projects linked to local entrepreneurship and the creation of community banks for the financing of new businesses and support to the expansion of existing ones.
